Riyadh – May 21, 2025
Saudi authorities have taken strict action against individuals who attempt to violate Hajj regulations by transporting unauthorized pilgrims to Makkah.
According to the Ministry of Interior, a total of 20 people including 12 expatriates and 8 Saudi citizens are caught while attempting to bring 60 individuals into the holy city without official Hajj permits.
The violations were detected by Hajj Security Forces at the designated checkpoints leading to Makkah.
The individuals are arrested as part of ongoing efforts to maintain order and ensure that only eligible pilgrims with valid permits are allowed to enter the holy sites during the Hajj season.
The penalties imposed include:
- Imprisonment
- Fines of up to SAR 100,000
- Confiscation of vehicles used for the unauthorized transport
- Deportation for non-Saudi violators
- A 10-year ban from re-entering Saudi Arabia for those deported
These administrative decisions targeted not only those driving the vehicles but also anyone involved in organizing or assisting with the unauthorized transportation.
The Ministry emphasized the importance of following all Hajj-related rules to protect the safety of pilgrims and preserve the security and order of the annual Islamic pilgrimage.
“All citizens and residents must follow the laws and instructions related to Hajj,” the statement read. “These regulations are in place to ensure that pilgrims can perform their religious duties in a safe and well-organized environment.”
The crackdown reflects Saudi Arabia’s continued efforts to safeguard the sanctity of the pilgrimage and prevent crowding or security risks caused by unregistered pilgrims.
